Pre-Event Digital Infrastructure & Services Capacity and Readiness Survey

Executive Regulatory Dialogue on Data Localisation · 28 October 2026

Purpose and Confidentiality

This survey is being conducted by the National Information Technology Development Agency (NITDA) ahead of the CBN–NITDA Executive Regulatory Dialogue to establish a high-level picture of the digital infrastructure and services currently supporting the Nigerian market, available domestic capacity, planned capacity expansion, and readiness to support financial-sector requirements, in particular the requirement in the CBN circular of 15 June 2026 [insert reference number] that payment transaction data be stored and managed in Nigeria from 1 January 2027.

The survey is a market-readiness and planning exercise. It is not an NDIAF certification or compliance assessment and does not constitute regulatory approval or endorsement. Respondents are not required to disclose customer-identifiable information, sensitive security information or commercially sensitive information. Where exact capacity or utilisation figures are commercially sensitive, an appropriate range may be provided. Please report the position as at the date of submission, and keep capacity that is operational today separate from capacity that is planned (Section D). NITDA may contact respondents to clarify figures. Provider-level responses will be held by NITDA and shared with CBN and Dialogue participants only in aggregated form unless the provider consents otherwise (see Section F).

Please submit one response per organisation by [Date]. Estimated completion time: 20–30 minutes, depending on the number of service lines.
